Design notes

Literally assume good faith. Leave out links about vandalism, spam, NPA, etc. A reasonable person already knows all that. There's no point in welcoming a jerk. If some noob acts like a jerk, they deserve a warning template, not a welcome template. If they shape up they can be welcomed later.

Omit WP:NOT. WP:BEANS, WP:BITE, and above, and overall spirit of "welcome". It gets linked to quite often; people will find it soon enough.

Use icons. Some people think more grahpically than others, and icons can help renforce concepts at a subconcious level.

Use bullets as well as icons. They are easier to edit, and work for people who are non-graphics (blind, text-only, etc). These are bullet points, after all.

Make sure the lead-in is entirely about welcoming. No distractions from that concept. That means no links.

Avoid shortcuts in article targets. That is, prefer Wikipedia:Verifiability over WP:V. Newcomers may find shortcuts confusing.
