I wanted to add in addition to the form letter here that in this case the content was definitely a violation of our copyright policies. What the contributed was an abridgment of a copyright source. Wrapping it in quotation marks is better than his usual practice, but does not make it usable - we must use brief quotations in transformative ways in Wikipedia's articles in accordance with WP:NFC, which explains some of the acceptable reasons to use quotations.
