This movie, based on a true story, reveals the dark underbelly of corruption, greed, and payoffs that existed between Iraq, the UN, and various countries from the end of the Gulf War to the aftermath of the fall of Saddam Hussein. It does not make for easy watching. Told through the eyes and experience of a UN employee named Michael Sullivan, played perfectly by the underrated Theo James (Divergent Series, Golden Boy, Underworld), we are exposed to the double dealing that took place all in the name of money. Oil for food became a farce; funds were siphoned off; expired medicine was delivered; food arrived spoiled and in limited quantity. But the wealthy and connected flourished. Saddam alone may have pocketed over one billion dollars. Companies in no less than 56 known countries or the countries themselves violated sanctions in order to make money. The stupidity and naivete of the US government for thinking that Saddam would abide by certain conditions, that American troops would be greeted as liberators, and that it was ok to disband the Iraqi armed forces and send everyone home - allowing them to keep their weapons! - without the prospect of being paid defies logical thinking in the extreme. Ignorance of Iraq's geopolitical and cultural makeup, combined with incompetence, was a recipe for disaster. Those who served Saddam were foolishly purged thereby creating a vacuum at the top. As one person put it so succinctly in this film: The Americans knew how to conquer but did not know how to govern. (And they would not have been the first to learn that lesson.) The situation of the Kurds was highlighted. That alone proved to be an insurmountable problem.

Jacqueline Bisset as a French woman serving as the UN overseer of OFF was excellent in her role. Her attempt to correct things and keep everything on the up and up proved to be her undoing. Ben Kingsley, as another official, tried to walk the fine line between being an honest broker and capitulating to bribery. He, too, learned the impossibility of surviving in that position. All in all, this was an engrossing and highly informative film with exceptional acting and writing. I highly recommend it without reservation. As a final aside, it had to be filmed in Morocco as opposed to Iraq for obvious reasons.

PS: Added 5/6/20 - Ben Kingsley's office was filmed in Donald Trump's own Trump Tower dwelling.

Excellent movie about the filthy toilet that is the United Nations (unfortunately mainly supported by American Tax Payers). The movie concentrates on the corrupt Oil For Food Program that was used to slop the international hogs of various world governments, "investors", and the UN itself that were "helping" (sarc) the deeply, suffering impoverished people of Iraq and Kurdistan.
The movie is well written and acted. Theo James and Ben Kingsley are excellent in their roles.
This film is well done and informative for those interested in this period of history and the reality of the United Nations. As to the United Nations, itself, nothing has changed-one need only look at the players who comprise the laughably named "Human Rights Council".

Theo James stars in this film along twitch Ben Kingslet, about an Oil For Food Program in Iraq. The premise is that sadaam was starving his people, the UN was providing food for oil. Along the way billions and billions o& dollars went through Saddam as bribes and kickbacks.

The kid, 0layed by Theo James, latches on to this kickback program very early on. He landed a position as Assistant to Ben Kingsley because Kingsley knew his father, a former diplomat who died in the bombing of Beirut. The entire premise of the film is The Kid work8ng with the CIA and other people to bring this program down. The film is fairly trite, but it is a good story 5o be told.it is a true story, and lots of tension is built into the film.

The story was engrossing and only a little hard to follow. I could watch Theo James all day because he is so beautiful. However, he was miscast. He seemed perfect for the recent series "Sanditon", but completely wrong for this movie. He is supposed to be a 24 year old in his first job in the foreign service. But he acts like a much older, self-assured, experienced man. I just don't believe anybody that young could be that confident in that situation. A young man in that situation would be more naive. Michae,l as played by Theo, betrays little fear in situations that make even an experienced person pee his pants. I did enjoy watching Theo though.

A quick scan of print reviews show a whole lot of sandbagging. It's usually for opposite reasons, i.e., "the plot's too simple" vs "the plot's too complex," enough so that one starts to wonder if the reviewers aren't on the same "take" as the multinationals who were siphoning off the massive U.N. "Oil for Food" corruption this film details, and are trying to make sure that one of the biggest scandals in history doesn't come up for air a second time.
Kingsley is effing brilliant, as usual. It works very well as both drama and documentary.
The biggest shock I got was learning it was produced on a miniscule budget of $8 million.
Thoroughly engrossing.

A well acted, engrossingly scripted movie showing some hard realities of allowing corruption to flourish under the guise of "humanitarianism". The realities depicted in the movie, abiet with generous creative license employed, are very disheartening. Yet, the movie was as intriguing as it was informative. Several reviewers have described the excellent acting in the movie, and the masterful way it is edited. Suffice it to say that I am willing to watch it again, which I do not say for most movies I see. For me, it's that good.
