Who has the most compute?

1517 Fund posted an interesting question on their Twitter account:

Who has the most amount of compute* in the world?

Assuming 1) no practical constraints, 2) that operations by independent processors are perfectly additive.† * measured in FLOPS.

† i.e., if an organization owns 10 servers capable of 1 TFLOPS each, they have 10 TFLOPS.

I am curious about this question. Intuitively, I would say that either Microsoft or Google holds the most compute power, owing to both the vast and globally distributed nature of the scale at which they operate as well as their provision of cloud services. Perhaps AWS could be in the mix, too.
